Dual bios mods

Is there a reason why every dual bios mod is using 2x '160 chips instead of using one 32Mb Eprom with a switch to toggle the highest address line?

I'm assuming its because the 16mb eprom is running in 8bit mode, not 16bit.

Someone correct me if i'm wrong here...
