Black Screen on Naomi Motherboard

I have a Naomi 1 motherboard which powers up, and has both leds on, the fans (both) spin ok, but just get a black screen, doesnt post the naomi logo or anything, I have taken it apart, cleaned the fans and all clean, anything else I can do or is it now parts only?
Im using a CAPCOM IO board and have tried the same setup with another motherboard and works fine, so problem is within the mainboard

What is the game that you have loaded?

I have tried it with MvC2, Powerstone, Gunspike, and same on all of them, it has 21577 Bios? (Not rev.D or anything on label just the number) thanks

Check to see if your voltages are correct (12v, 5v, 3.3v). If they aren't, you need to boost your power output.

Try to swap the bios eproms of the two boards to check they're working.
Also check the power as mentioned above.

Everything is the same test setup, so the only part that changes is the main board, so I know power is good, and rest of setup is good, as have a working mainboard in it, I will try switching bios and see, thanks

well switched out the bios to a working one from the other mainboard, and still the same thing? fans spin up, leds work, monitor fires up but still a black screen, sounds like its terminal now

I've got a N2 MB with the exact same issue.
I was thinking about swapping out fans as geezer suggested.

I have replaced, switched fans and still the same problem, so that isnt my issue, its worth trying Bob just in case
