Naomi Capcom I/O no power
It's a ferrite bead (used to suppress EMI/RFI noise) but the point is that the line is unconnected (the beads are just around it), probably a ground from the edge connector (can you check that?). Looks desoldered though. There are many on the boards so you could take one from an unused line, for instance the 26-pin analog connector in the back of the I/O. Or you could buy one if you want to spend:
