Tried searching, but couldn't find the right answer.

I was a little confused by the FAQ on sega-naomi, because it said I need another psu.
Does this mean I need to connect a power supply to both the jamma connector, and the naomi? I'm thinking it's probably just the naomi, but I want to make sure before I flip the switch.

The NAOMI and I/O both need power. You'll need to power that I/O -either- through it's jamma connector, or through the power connector in the upper left of your photo.
