Controls wont work

I need some help guys, I finally got my WSB99 working(New MotherBoard) except I cant get player1 start button or player2 start button to work. Also the two regular buttons dont work either, however both joysticks and analog bats do work as well as the coin doors. I dont know what the problem is. I have checked the controls in the test menu and after pressing the buttons they still say Off! I have traced all connectors and resecured them thinking I had a loose connection. I am new to the naomi world please help.
