Well that guy has stopped responding to me, so that idea is out of the window.

The only thing I need to worry about now is getting a decent control panel. How hard are these things to wire? Do they include anything like soldering, or just simple connecting up?
The control panel must be wired to the I/O. Since all these components are normally inside an arcade cab, you are missing the wiring harness that connects the control panel wiring to the I/O. Everything is connector-based, by the way.
The loom you will need depends on the I/O. If you are planning to run JAMMA games as well, the capcom I/O is a good choice, but you will need to have a JAMMA harness that connects the control panel wiring to the JAMMA interface on the Capcom I/O.
Also, the control panel must be built into some sort of housing, since it cannot be used stand-alone.
If you are still planning to buy a cab, why not buy a supergun for this purpose? It will save you a lot of cash and hassle, and prevent you from ending up with a lot of redundant components once your cab arrives.

Yeah, the guy that is selling the Naomi with Virtua Tennis has suddenly gotten back to me, so I may still try to get that... but the thing's so huge, the reason why I wanted to build my own is that there isn't really space to keep the whole cabinet until I find a new place to live.
I do however like the idea of the supergun more, but where can I find one that works for a Naomi 1? I've seen a picture of a Pana Twin with a Naomi:
