sega rally 1 (blue screen for background)

I have a Sega rally 1 that has a CPU problem.The game start ,but no background(cars,road..).

When I boot the PCB I see the background for 1/2 sec and after red led 9 is on .Blue screen for background.

Any body knows what this problem is?

Have you tried cleaning the PCB, and detaching/re-attaching all boards?

Yes i have clean the board all of them.If i put a good CPU board it works.

I wand to fix this CPU board.I have 1 more with the same problem .
